City Council
The City council is the legally constituted body, which is responsible for the overall operation of the City. The Council has control over the policies, budget, and property of the City. The Council, as a public employer, has the following responsibilities: To determine methods, means, and personnel by which operations are to be carried on; hire, promote, demote, transfer, assign, and retain employees in positions within the City; relieve employees; establish reasonable work rules and rules of conduct; maintain the efficiency of the operation of the City; and take action as may be necessary to carry out the objectives of the City.
